It can be ready when it is ready... don't rush stuff like this.
Plus it might be an indication that they are being more pessimistic... giving optimistic dates for schedules leads to internet fanboys complaining that the promised delivery date has not been met and all the management must be publicly executed for being wrong.
They weren't wrong, they were just a bit optimistic.
When making forecasts it makes sense to add a bit of padding so you can actually deliver on time most of the time and sometimes even earlier if things all go to plan.
When asked to do something always claim it is impossible and then start to talk about timescales that give you plenty of time to get it done.
This leads to you being considered a miracle worker... Scotty did it most episodes of Star Trek in the original series.

I am going with the bureaucratic mismanagement theory. Decisions are sub-optimal. I bet Sunkar and Angara have their own "camps" which automatically
means conflict. All such behaviour is utter BS and should be handled as criminal activity by outside overseers. Nobody should be able to use
public money and big projects as some gang turf war for ego stroking or actual dick stroking. Never give bureaucrats the benefit of the doubt.
They need to have the whip cracked over them. If you notice, that is what Putin has been doing. (It wasn't just Deripaska who got subjected
to a brow beating.)
Anyway, Russia needs to boost the Soyuz-5 program. If there is no money, then print it up. Really. This is an example where such activity is
worth it. The amount of money involved and its inflationary potential is relatively small. US style printing to feed the massive military-industrial-social
welfare state is a different ball game.
